Beat egg whites in a chilled bowl until frothy.

Gently stir flour and cold water into egg whites until flour is just moistened. It's ok to have some lumps in the batter.

To use the tempura batter: Lightly coat dry vegetables or shrimp with flour or cornstarch, then dip them into the tempura batter to coat. Deep fry in hot oil (350 degrees F) until light golden brown and crispy. Serve with a spicy dipping sauce.
